Purpose

To establish policies and procedures governing exchange time.

Policy

Exception Work Period employees are salaried and extra duty time is considered to be part of their job.  Exception Work Period employees are not required to be granted exchange time or otherwise be compensated beyond their regular monthly rate of pay.  However, Supervisors may authorize exchange time when they ask Exception Work Period employees to work on a holiday or a scheduled day off, or for special assignments, projects or events which require extra hours to complete.  All exchange time must have prior written approval from the department head or superintendent.

When exchange time is granted, the rate will be equal hours off for hours worked.

Exception Work Period employees are required to maintain a record of all hours worked for which exchange time is being claimed.  Employees are responsible for submitting their exchange time record to their supervisor on the last working day of each month.  Exceptions Work Period employees will submit their exchange time record along with any other information required by the supervisor when they submit a leave slip to request approval to use their exchange time.

An employee’s exchange time balance will not exceed 80 hours.  Once an employees balance reaches the maximum of 80 hours, the employee will not accrue additional exchange time until the balance falls below 80 hours.  Exceptions Work Period Employees must be allowed, and may be required, to use all of their exchange time prior to each June 30.

Exchange time has no cash liquidation value.  However, employees voluntarily terminating from state service or transferring to another agency must be offered the opportunity to postpone their cessation of employment with WSSB until their accumulated, authorized exchange time has been used.

Employees who are separated from WSSB due to a reduction in force or disability separation will have their accumulated exchange time reinstated if they are rehired on a permanent basis by WSSB within three years of separation.
